A pre-purchase septic inspection assesses the tank, the disposal field, the mechanical components and, where records exist, the consent conditions. It gives you either reassurance or a costed list of issues you can take back into negotiations.

Timing matters, so submit your request as early in the process as you can — access has to be arranged with the vendor and, ideally, the tank is emptied so the inside can be seen.
